When are absentee ballots available?
Absentee ballots are available to be voted in the Election Board Office 6 weeks prior to the date of any election, office hours are Monday thru Friday 8:00 am to 5:00 pm. Absentee ballots are available at the Clay County Annex on most Thursdays and Fridays, immediately preceding any election and both offices are open on the Saturday preceding any election from 9:00 am to 1:00 pm. Who is eligible to vote an absentee ballot?
Any voter may vote on all candidates and issues if they expect to be prevented from going to the polls to vote on election day due to one of the following reasons:
- Absence on Election Day from the jurisdiction of the election authority in which the voter is registered to vote;
- Incapacity or confinement due to illness of physical disability, including the primary caretaker of a person who is incapacitated or confined due to illness or disability;
- Religious belief or practice;
- Employment as an election authority, a member of an election authority or by an election authority at a location other than such voter's polling place;
- Incarceration provided all qualifications for voting are retained.
Any person that is in active military duty who is eligible to register and vote in this state and this county may vote only in the election of presidential and vice presidential electors, US senator and representative in Congress. Including:
- Members of the armed forces of the United States, while in active service and their spouses and dependents;
- Active members of the merchant marine of the United States and their spouses and dependents;
- Civilian employees of the United States government working outside the boundaries of the United States and their spouses and dependents
- Active members of religious or welfare organizations assisting servicemen, and their spouses and dependents;
- Persons who have been honorably discharged from the armed forces or who have terminated their service or employment in any group mentioned in this section within sixty days of and election, and their spouses and dependents.
Any former resident that moves from Clay County to another state after the deadline to register in any presidential election in the new state but otherwise possesses the qualifications to register and vote in such state may vote for presidential and vice presidential electors.
Any previous resident of another county within the State of Missouri that moves into Clay County after the deadline to register may vote for presidential electors, vice presidential electors, United States senator, representative in Congress, statewide elected officials and statewide questions, propositions and amendments after registering to vote in Clay County.
Any new resident to the State of Missouri that moved into Clay County after the last date to register to vote may vote for presidential and vice presidential electors after registering. RSMO 115.275, 155.277

How do I get/return an absentee ballot?
An application may be made by the applicant in person, by mail, or fax; or for the applicant in person by his or her guardian or a relative within the
second degree by consanguinity or affinity. No application received by fax or mail after 5:00 pm on the Wednesday immediately prior to the election will
be accepted and no application submitted in person after 5:00 pm on the day before the election will be accepted unless the applicant is a new resident,
an intrastate new resident, or an interstate former resident as defined in section 115.275. Or unless a voter is hospitalized after 5 pm on the Wednesday
immediately preceding the election, in which case you may call the office to make arrangement for the staff to deliver an absentee ballot to the hospital
the voter is located in. Once an application is accepted the applicant is then mailed an absentee ballot with instructions or allowed to vote in person. If
the ballot is mailed to a voter the ballot shall be returned in the ballot envelope provided and shall only be returned by the voter in person, or in
person by a relative within the second degree of consanguinity or affinity, by mail or registered carrier or under certain circumstances a team of deputy
election authorities. Voted absentee ballots must be received in the Election Board office at 100 W Mississippi, Liberty, MO 64068, no later than the closing of the polls on Election

I have a permanent disability, how can I receive an application for every election without having to send a request each time?
Any voter with a permanent disability can request an application to be on the permanent disabled list. Upon receipt of this application the voter will receive, in the mail, an application prior to each election in which they are eligible to vote. If the voter decides they wish to vote in that election, they sign and send the application back to the election authority. Then the voter will be sent an absentee ballot. Voters on this list remain on this list until they ask to be removed, become disqualified, or no longer reside at the address of registration.
